This major deals with theories and practice in international development mainly based on the experience of community development in Korea known as “Saemaul Undong,” which increasingly attracts international attention as a successful example for developing countries. In addition, students also study regional development and social welfare in international development context. This will help students equip with a wide range of knowledge and skills required to be an expert and practitioner in this field.

Thus, this major focuses primarily on providing an education that fosters experts in the applied social science field needed for international development and social welfare. It also offers a solid grounding of theories and methodologies in planning theory, community development and organization, international social welfare practice and policy, welfare administration, social research and statistics, regional planing, economic development, geographical information system, etc.


This major was first established as the Department of Community Development in 1976, in which the first to fourth batch of students were admitted on a special basis and received full scholarships for their entire studies. After graduating, they were employed as government officials. In 1987, its name was changed to the Department of Regional Development and was under the College of Political Science and Public Administration. In 1999, it was changed to the Major of Regional Development as part of the School of Public Administration and night courses was also introduced. In 2007, the major became an independent department again and the name was changed to the Major of Regional Development and Welfare Administration. Then in 2015, the Department have the current name and more specialized in international development.

Students in the department can have double major in social welfare which lead to level two certifications as a social worker upon graduation. In 1987, master's degree programs were installed, PhD courses were also put into place from 1999.

Job Fields

Having completed the program, students will have acquired knowledge on many issues of international development and social welfare. Students with dual certificate will have opportunities to get involved in Official Development Assistance programmes (ODAs), international development activities of NGOs and Corporate Social Responsibility (CSR) as well as social welfare programs in the sector of government, finance, public corporations, business, press and research, etc. Certificates related to this major can be applied to ODA experts, social workers, social research analysts, and policy analysis evaluators. Other international development related certificates are expected to be introduced soon.

    The aim of the course is to help students develop basic English verbal skills in real life situations. The course will be co-taught by Korean and Native English instructors. Korean instructors will provide students with basic English structure, vocabulary, and expressions, and students will be encouraged to practice speaking English utilizing basic English structures. Students will further practice expressing themselves in English with native English instructors.

    1. Summary of the course This course is to assist university freshmen in CRM designing to adapt university life well through the instruction and counselling of supervising professor. (This course is composed of self analysis, personality type test, career research, instruction for the success of university life, career plan and direction setting, CRM designing method and CRM designing. The course should be teaching in classes of the students by supervising professor.) 2. Course objectives This course is to motivate the students before the mid term exam and provide students with self analysis, personality type test (MBTI or TCI) and career research (YAT test). Also, this course shall has a plan to instruct the students to enhance the efficiency of university life through career and time management. In addition, this course is to make a chance for the students to have practical assistance to university life by providing study method, report designing strategy and the information on academic system and various kinds of internal programs of the university. After the mid term exam, the students will be instructed to set the direction of career designing through continuous counselling of supervising professor and the students will be able to establish CRM designing and execution plan.

    The course will understand the concept of smart society, explore the direction and strategy of smart society at home and abroad. Students will understand the smart society through the platform of city, discuss what digital environment of future society is and identify the appropriate type of community. It also introduces various discussions about smart cities, which often appear in the development of existing cities and new cities.

    This is a module to introduce overall knowledge and values regarding academic research and practice in social welfare for students major in this study. After students understand the concepts and the motivations, values and ideologies in practices and policies of social welfare, and its historic development, then methods of practice and policies as well as various areas of practice in social welfare, and social welfare as a profession are reviewed, and, finally, issues and perspective of social welfare in Korea are discussed.

    This course ties to understand what is the Official Development Assistance(ODA) that has been aided to grow the developing countries and to reduce the poverty level. The main purposes of this course are to enhance knowledge on the educational background of ODA, experiences and the needs of international development cooperation to build better world. This understanding course of ODA is offered to students as well as anyone who is interested in learning basic principles of ODA and international development assistance. By giving Korean nationals a proper understanding of development cooperation, the academy draws public participation and support in the elimination of poverty and promotion of peace around the world. Korea, the first nation to turn into an aid-donor from an aid-recipient country upon joining the OECD DAC, is becoming an active participant in the formation of international standards and rules for international assistance. Korea will try to play a leading role in global cooperative efforts to eliminate poverty and to promote welfare in the developing nations.

    The ability of analyzing and solving problems is emphasized as one of the conditions for survival in the 21st century and one of the core elements of creative capabilities. This course was designed to cultivate convergence- and integration-based creative capabilities, which are integrated problem-solving capabilities to collect, analyze and process knowledge and information by reinforcing the ability of analyzing and solving problems, recreate it in a synthetic fashion, and express it effectively through speech and writing. The course will help the students cultivate their synesthesia thinking and communication skills based on sympathy with other human beings, understanding of the community, and positivity or Gongseong that is sought after by Yeungnam University. Its ultimate goals are to promote the students' creative knowledge development and reinforce their writing capabilities consistently through "convergence- and integration-based thinking and writing as a problem-solving approach."

    This course is to cultivate community sense as members of society and the global village for students in order to develop the basic knowledge required as global citizens. Especially, this course is to foster the spirit of cooperation, sharing, service, and creativity and study the social contribution and leadership to solving the challenges the global community faces. As a liberal arts course, it is centered to nurture a leader having the global capability to contribute to community development through learning the knowledge and the case on the value & logic of social responsibility focused on environmental preservation, social contribution, and good governance(ESG). This course aims to foster a generous mind, learn knowledge and technology and build the capacity to contribute to building a society towards a safer and happier world through the study of theory and practice.

    Software and AI (Artificial Intelligence) course aims to educate the basic concepts of software and computational thinking to use them in various applications. It allows students of various majors to experience the core technologies of the 4th industrial revolution, such as big data, machine learning, and AI. It also introduces various applications of AI so that students can easily apply these technologies to their field of study. This course classifies the lecture types into three categories, and adjust the lecture difficulty according to the student's academic ability.

    This is to develop general understanding of SAEMAUL UNDONG and SAEMAUL study. Therefore basic theories and characteristics of SAEMAUL study are introduced. SAEMAUL spirit should be developed accordingly to changed circumstance and reality in order to establish foundation of SAEMAUL study. In this context, not only initial three key spirits of SAEMAUL UNDONG, hard working, self-help, cooperation are understood, but the value of volunteering and creativeness is also discussed for SAEMAUL sprit in 21st century. In addition, Korean community development model is explored through comparative research between SAEMAUL study and various community development models.

Therefore, successful direction of rural development is presented based on case analysis of rural development in advanced countries of agricultural industry. In order to make sustainable development of rural community whilst securing originality, the role of leaders to lead the development is vital. In this reason, education system needs to be established to train leaders who are able to lead regional development and redesign rural community relevant to modern circumstance.

Specifically, the following issues are to be discussed; the reason for the international trade, the benefit of free trade, trade policy, working mechanism of foreign exchange market, structure of global financial market, capital movements across countries.

    Focusing on global issues, it is aimed to analyze and understand the trends of international development cooperation and especially ODA project of international community and present its development plans. As a course focused on on-the-field training to educate Saemaul international development experts, students analyze and design ODA projects in the international community, including Korea, based on the theories related to ODA as well as Saemaul development, and ultimately develop the competency as a Saemaul International Development experts.

    This course is an introduction to global diversity through the discipline of Cultural Anthropology, which offers a way of understanding both the similarities and differences of human societies. Culture influences the way we think, act and view the world around us on a daily basis. We will explore the tremendous variety of worldviews, traditions, and social organizations through readings, lectures, class discussions, and multimedia.  It is difficult to cover all global diversity in one semester. The contribution of Saemaulundong to the community development of developing countries is considered.

This lecture includes understanding of PDM(Pr이ect Design Matrix), process of ODA project, planning, implementation, evaluation of the project. Saemaulrural development strategy will be applIed into the rural ODA project. This course oriented problem solving leaning and practicing by letting the students try to find what the problems are in the community and what are the best alternatives to solve the matters and practice the plans.

    Case management has recently been used as a key method in public and private practice. In this subject, we intend to enhance our understanding of the basic understanding of case management and its relationship with social welfare practice, educate on the basic knowledge and skills required for case management practice, and enhance our ability to intervene in case management of various types of cases by developing the ability to select or design case management practice models suitable for the social welfare practice. By doing so, we will be able to improve our job competency by fostering understanding and problem-solving skills at the social welfare practice field.

Huge amount of international aid has been provided to the developing countries for the past six decays, but still poverty eradication remains a challenging task. This course help students understand why many international development programs have failed or been ineffective. Understanding strategic behavior and behavioral characteristics of human being will help design more effective international development program.

    The purpose of this class is to apply the logic models’ theories being used in the fields of international development projects in order to figure out a logic model and project design matrix (PDM) for development projects. This course presents logical processes of development in order to draw a PDM of rural development project, and the existing projects based on causal relationship between these logical processes of development, which is sub-goal of the class. This course expect to give more practical understanding and effective management of ODA projects to the students.
